Technically, yes. For the Brazilian Confederation of Juice, the lightweight category admits women up to 65 kg or men up to 85 kg. At this weight, depending on their height, the athlete will likely be considered “thin”. Check the table below for the definition of weight for all categories.

In Japan, however, the rules are different, because they are inspired by ancient traditions. There, there is no division by weight: everyone can fight with everyone else. Recently, for example, Takanoyama Shuntaro (in the image above) managed to conquer the makushita (the third highest division of the Japanese tournament). And he was the only athlete under 100 kg: he was only 98 kg spread over 1.87 m.
