Who defined the police phone number to be 190?

It was Cecopom (Military Police Communication Center) together with Telesp (Telecommunications of São Paulo), in 1981. There were already public utility numbers at the time, such as 102 (information service) and 130 (right time). Therefore, the “1” was kept, matching the previous services, and the “9” was adopted, to avoid confusion with the others. The “0” came because, on that occasion, several new services were inaugurated (see below) and the police number was simply the first. The requirement that every country should have toll-free numbers for emergency services came from the UN in 1980. Before that, to call the PM’s Operations Center, you had to dial a huge number: 227-3333 (which was not free). . Today, the service handles around 40,000 calls a day entirely for free.
