The «Identification and Registration (K&R)» network is an interdisciplinary working group of experts headed by the Saarland State Commissioner for Animal Welfare, Dr. Hans-Friedrich Willimzik, with the aim of introducing the legal obligation to identify and register dogs and cats in Germany.
