Step 1. Assemble
The first thing you should do is take the cardboard tube and at one of its ends, roll up the piece of popped balloon and. Wrap it around twice and tie a knot. Take a long balloon and put its top end under the piece of balloon that you tied (to act as a grip). Start rolling the long balloon by going around the tube a few times, stretching it a little but avoiding the balloon curling up because this would prevent the air from passing through when inflating it.
Step 2. Inflate
Now take an automatic pump and insert it into the long balloon.
