REGULATION comes from ORDERS THAT OUR BRAIN sends to THE MUSCLES THAT HANDLE THE TOOLS.
Example
A man working with a tool obtains the information required for command directly from his organs that are related to the senses, which provide data for the brain to make decisions. Finally, it is his muscles, his hands, that activate the tools.
