I recommend that you read the definition of computer file format well, not only in the Alegsa dictionary, but also in other websites and you will better understand what a format is.
Basically I answer you: the format of a file allows you to consistently view, create and store files of a certain type.
For example, an imaging program saves a photo in JPG format, now anyone else will be able to see that photo if they have a program that can read the JPG format. In this case, JPG is a very widespread format and can be read and interpreted by most computers. There are also cases of formats that are not extended or there are systems that do not have the tools to view/create files of that format.
