The scanner (which is exclusively a scanner and not a printer) is an input device, because the main flow of data goes from the scanner to the computer: when you scan a document, it is digitized and passed as an image to the computer.

On the other hand, scanners that are also printers are mixed peripherals, they are called multifunction printers.
